TSG Associates LLP has exhibited at Ex  Winter Storm for the last few years. As a event it is a first, in that we were able to demonstrate equipment on the stand, run workshops out in the snow and then should the delegate teams wish to, have the opportunity to use the equipment during the live exercise. 

Winter Storm 2025 saw a dynamic agenda of thought-provoking lectures. We look forward to future extreme weather event exercises under the Winter Storm brand, raising awareness, capability and  response.

Exercise Winter Storm has provided an invaluable opportunity for the fire and rescue service to assess the performance of its equipment and PPE in extreme weather conditions, specifically sub-zero temperatures. From a research and development perspective this exercise has served as a real-world opportunity to highlight both areas within our PPE, equipment that requires immediate attention.

Whilst exercising at the Snow Dome in -5°C, highlighted a number of challenges. Defibs and battery-operated rescue equipment struggled to perform reliably in the cold, with reduced power output and delayed response.

It was clear that the current clothing issued to crews was hard to work in and failed to provide adequate thermal insulation during extended periods of deployment which then effects their performance.

These limitations highlighted considerations around firefighter safety and operational capability as the UK faces increasingly frequent extreme weather events.

The learning acquired from Exercise Winter Storm is already influencing our procurement processes. Environmental performance particularly, in cold weather is being embedded into technical specifications and product evaluation. Findings are being shared with the NFCC PPE Group and National Resilience to support sector-wide improvements in kit design, testing, and deployment.

Having this unique opportunity to take part in this research is priceless in validating our assumptions, challenging product suitability and, ensuring we future proof our response capability in a changing climate. With this project being supported by Liverpool John Moores University it provides credible evidence to support my business case and financial bids.
